Got an answer to the following Walking/Hiking question?

Chasing Dogs

While out with my two JR one which has no recall and is never of lead the other who is a dream and is of lead, we met a young greyhound of lead who chased my little girl blocking her from coming back to me when I called her she was screaming with fear but the dog would not stop the lady had no recall control what's so ever, i did try to grab the dog but in had no collar on, in the end her dog did come back but my tiny JR was nowhere to be found, she had managed to run for her life and found her way home crossing three roads and one main road. I was so cross today to find the same lady with same dog off lead and no collar on the the dog came running over to mine which were bo th on leads . I told the lady her dog should be on a lead she said there were on notices up to say that and if my dog was afraid it was up to me to keep my dog on a lead this was echoed by the other ladies walking with her. It makes me so cross when my dog is as good as gold and did nothing wrong but now has to kept on the lead, she told me the police and her dog trainer had told her she could let him off and run in the other way it he runs off, I told her a long line would be an idear, the ladies just said all thier dogs play together with no trouble and I should not go to the park if I'm worried, non of the dogs were as small as mine and did say her dog was a sight hound and it is what he had been breed to do but sadly they would not have it, they just said they would report me for harassment!!!
